Job Title:    Director Human Resources

Reports to:           Commissioner-General

Responsible for:  All Staff in the HRM Department

Job Purpose

  • In liaison with the Board and Management, to formulate strategic HR policies that are in alignment with NRA’s strategic business plan and to provide effective Leadership for a robust HR Department whose responsibility is to select, utilize, train, develop and retain the Human Capital in the right quality and quantity to drive the HR plan.

Principal Responsibilities

  1. Ensuring the efficient delivery of all HR functions performed by the four sections that make up the HRM Department;
  2. To continuously evaluate and assess staffing levels, placement, and effective utilization of staff throughout the Authority;
  3. Evaluating staff policies in liaison with line managers and reviewing them in line with best practice that will raise the Authority’s competitiveness to contribute to organizational effectiveness;
  4. To have an effective and updated staff policies in place that would guide employee’s behaviour and performance management;
  5. To continuously work on strategies to motivate staff and put resources at their disposal that will ensure job satisfaction, training and development and staff retention;
  6. Setting standards for staff performance evaluation, staff development, discipline and having effective policies in place for consistent and effective implementation by Line Managers;
  7. Aiming at a highly motivated workforce by ensuring conducive working environment and strategies to keep Line Managers and staff fully engaged and committed to the vision and mission of the NRA;
  8. To work collaboratively with all Heads of department/unit to ensure effective implementation of policies and creating a channel for suggestions and dialogue on improving staff performance leading to a high performing institution;
  9. To provide guidance to the Chief Executive on HR matters that would ensure consistent application of policies throughout the Authority;
  10. To raise the level of awareness of staff about vision and mission of the Authority by continuously underscoring the core values of NRA as well as ensuring that all  new employees go through INDUCTION training;
  11. To maintain discipline and decorum at all times and on all levels by improving the corporate image of the Authority;

Qualification:

  1. A minimum of a masters degree from a recognized institution of higher learning in the field of Human Resource Management, Public Administration, Business Administration of Similar discipline, as well as a post graduate professional qualification in any of the relevant HR functions.
  2. Professional membership status will be an added advantage.

Experience

  1. A minimum of five (5) years of managerial at comparable level in a large organisation with demonstrable knowledge of the following:
  2. Human Resource Management functions
  3. Human Resource Computer packages
  4. Records Management

  7. Ability to communicate effectively both orally and in writing;
  8. Excellent P. R skills and strategies to motivate train and develop staff for the retention of good staff that would contribute to a high performing Institution and highly engaged workforce.
