Job Title:              Assistant Director HRM

Reports to:           Director, Human Resources

Responsible for:  All Staff in the 4 divisions that make up the HRM Department

Job Purpose

To provide strong support to the Director in the running of the Human Resource Department and to be knowledgeable in all areas of work in the department and be able to provide leadership in the absence of the Director.

Principal Responsibilities

  1. To provide strategic leadership by guiding and directing the HR activities performed by the Managers in the HR Sections.
  2. To ensure timely and efficient delivery of work done by managers in the department.
  3. To assist the Director with the planning and execution of core HR activities e.g The HR Plan, The Budget, the Training Plan, Manpower and Succession Plan, Staff Appraisal.
  4. To work collaboratively with the DHR and establish effective communication strategies to keep staff fully informed and engaged.  (staff meetings, staff training).
  5. To liaise with other Heads of Department/Unit Heads to ensure effective delivery of HR policies and to manage potential problems.
  6. Perform any other duties that may be assigned by the DHRM.

 

Qualification:

  1. A minimum of a masters degree from a recognized institution of higher learning in the field of Human Resource Management, Public Administration, Social Science or Similar discipline. 
  2. Post graduate professional qualification in HR Management or related discipline.

 

Experience

  1. A minimum of three (3) years of management experience in HR at similar level in a large organisation  with demonstrable knowledge in all aspects of HR functions:

  1. Ability to demonstrate commitment and interest in the job and be a role model for others to emulate.
  2. A team leader to willingly provide support to both the Head of department as well as staff under his responsibility.
  3. To be proactive and come up with innovations and strategies to make HR policies effective and functional
  4. To provide training and guidance to staff in the department for thorough understanding of the Rules, Regulations, Policies.
  5. Ability to plan and develop HR policies to keep pace with the business plan of the Authority.
  6. To be results-oriented and set high performance standards.
  7. Ability to enforce discipline and be a change agent in rebranding the corporate image of the Authority.
