Job Title: The Assistant Director (Monitoring and Planning)

Report to:   Director

Supervise: directly, all staff below the rank of Assistant Director in the Planning and Monitoring Unit at the MRP Department.

Principal Responsibilities

  1. Assist in establishing effective monitoring systems and discussing a monitoring and evaluation programme with all departments, based on a clearly articulated result framework.
  2. Regularly ensure the monitoring of processes, outputs and outcomes both at overall organisational level and at the unit level.
  3.  Provide day-to-day administrative support for planning programmes.
  4. Monitor relationships with all stakeholders. This will include identifying their requirements and concerns and ensuring their expectations and pressures are managed through a Stakeholder Communication Plan.
  5. To provide the secretariat to the Modernisation Steering Committee.
  6. Establish an appropriate organization structure and effective communication process.
  7. Ensure that the users and other stakeholders are involved in and are committed to the project.
  8. Provide terms of appointment, adequate resources and necessary support for Programme Manager or Project Manager as appropriate.
  9. Ensure that changes in circumstances affecting the Programme/Project are evaluated and appropriate action is taken.
  10. Approve progress to date and plan for further activities at agreed Project milestones throughout the Programme/Project.
  11. Provide advice and input as required throughout the Programme/Project.
  12. Ensure policy is coherent with delivery.
  13. Ensure that projected benefits have been realized or that long-term evaluation of policy impact is included in future corporate planning.
  14. Resolve issues affecting successful delivery particularly those relating to cost escalation and delayed delivery, referring major issues upwards as necessary.
  15. Ensure that a post Project review or post-implementation review is carried out and considered by all users and key stakeholders (including identification of lessons learned both during and on completion of the Project)

Key Deliverable(s)

  • Draft monitoring plan presented to Director for approval.
  • Monitoring and evaluation reports generated on a monthly, quarterly and annual basis from the MRP MIS system.
  • Reports from monitoring vists to collection agencies.
  • NRA’s overall and departmental targets achieved through regular revenue monitoring and reporting.
  • Document on guidance on change control and quality management
  • Reports of monitoring and evaluation of NRA relationships with stakeholders
  • Stakeholder communication plan
  • Secretariat established and maintained for coordinating modernization works/projects.
  • Terms of reference for recruitment of modernisation staff ready.
  • Annual work plans for modernization office created.
  • A results framework developed and monitored.
  • Mid-term and end-of project evaluation reports of modernisation programme developed.
  • A risk management plan available.
  • Project evaluation reports communicated to all stakeholders.

Qualification

Must have at least a Masters degree from a reputable institution of education, preferably in the field of Economics, taxation, statistics, Monitoring and Evaluation, Business Administration, Programme/Project Management or similar discipline.

Experience

  1. Must have at least 2 years of uninterrupted post Masters qualification management experience in monitoring and evaluation or project management; or 5 post qualification years of experience at a similar level in a large organization
  2. Experience in planning, designing and implementing strategic plans.
  3. Demonstrated ability to establish and maintain effective relationships and partnerships with key stakeholders.
  4. Demonstrated experience in leading and managing complex projects that are strategic in nature and national in scope.
  5. Proven experience in change control, quality management, risk management and project reporting.
  6. Excellent organizational skills with demonstrated ability to execute projects on time and on budget.
  7. Strong interpersonal, communication, facilitation and presentation skills.
  8. Good computer skills, proficient with Microsoft office applications.

Candidates must be a Sierra Leonean.
