The Commissioner General of the National Revenue Authority, Abu Martin Kanneh, today, 15 September 2026, held his maiden stakeholder engagement with Managing Directors and representatives of Oil Marketing Companies operating in Sierra Leone.
The meeting served as an opportunity for the new Commissioner General to formally engage the petroleum sector, communicate priorities of his administration, listen to concerns raised, as well as operational challenges affecting Oil Marketing Companies.
Key discussions focused on petroleum volume and payment reconciliation, including the management of concessions, with the aim of strengthening compliance, improving coordination, and enhancing revenue mobilisation from the petroleum sector.
In his remarks, Commissioner General Kanneh welcomed the representatives and recognized the critical role played by the Oil Marketing Companies in Sierra Leone’s economy. He further noted that the petroleum sector contributes more than fifty percent of the revenue collected by the Authority, marking their significant role in revenue mobilization.
The Commissioner General, however, observed that revenue performance from the sector remained below expectations despite the reforms introduced under the Finance Act 2026. He therefore emphasized the need for stronger collaboration, accurate reporting, effective reconciliation systems, and improved compliance to ensure that the NRA receives the revenue due to the government.
Responding to the Commissioner General, representatives of the Oil Marketing Companies congratulated him on his appointment and wished him success as he leads the Authority and advances revenue administration reforms.
They identified the establishment of effective petroleum volume-tracking and reconciliation systems as essential to improving transparency, strengthening accountability, and increasing revenue within the sector . The representatives also shared their concerns and recommendations on the issues affecting their operations.
At the end of the engagement, the OMC representatives commended Commissioner General Kanneh and his team for prioritizing consultation with stakeholders at the beginning of his tenure. They described the meeting as a positive step towards understanding the sector’s concerns and addressing challenges collaboratively before implementing further enforcement measures.
