Supervises: All Staff below his rank in the Authority

A       Primary Responsibilities and Accountability

Job Description:

Deputy Commissioner-General will:

1.       Assist the Commissioner-General in:

          a)       the day-to-day administration of the Authority;

          b)       the administration, organisation and control of other officers and

                   staff of the Authority; and

          c)       the management of the funds, property and business of the Authority.

2.       Focus on implementing and monitoring NRA policies and operations;

3.       Build and sustain public awareness of NRA activities, partnerships an achievements by developing and implementing effective programmes aimed at achieving these objectives;

4.       Ensure that all Heads of Department conduct their affairs within the provisions of the NRA Act, 2002 and its amendments;

5.       In collaboration with other Heads of Department, monitor the Authority’s revenue targets, revenue generation processes and procedures, revenue collection and reporting systems;

6.       Design systems to monitor the application of tariffs and tax assessment procedures and ensure that the Authority’s management information systems including computerizing tax assessment and revenue collection and reporting are effective, fair and equitable;

7.       Ensure that all properties and other resources allocated for his/her use are efficiently managed and utilised for the overall benefit of the Authority;

8.       Design+s systems to monitor the application of tariffs and tax assessment procedures and to ensure they effective, fair and equitable;

9.       Supervises and ensure that the Authority’s management information systems including computerizing tax assessment, revenue collection and reporting systems and ensure that they are effective and can be relied upon to provide accurate information;

10.      Ensures that all properties and other resources allocated for his use are efficiently managed and utilized for the overall benefits of the Authority; and

11.     Perform any function that may be assigned to him/her from time to time by the Commissioner-General.

 

B.       Competency Requirement

  • Demonstrated ability to work at a high level with Government, the public and private sectors, the donor community and other stakeholders to conceive and deliver revenue targets using plans, programmes and international best practices designed to achieve the purpose.
  • Demonstrated high level of leadership and management skills at an executive level with a record of success in major management and/or tax policy or revenue administration reforms leading to the timely delivering of outcomes in a demanding and complex environment characterized by uncertainty.
  • Demonstrated high level of understanding of either the technical and business contexts of tax administration in Sierra Leone or other countries.

 

C.       Qualification

  • Post graduate degree or equivalent qualification in Economic, Management, Accounting, Law, Taxation or related discipline.
  • At least five (5) years of postgraduate/professional experience in the relevant fields
  • Broad knowledge and experience in tax and non-tax revenue collection.
  • Demonstrable ability to resolve complex tax problems and provide policy advice at the national level.
