The Board Secretariat Department plays a statutory support role in helping the Authority achieve its mandate. The Corporate Secretary manages the day-to-day affairs of the Board under the general supervision of the Commissioner-General. He arranges the business of the Board including meetings and recording of minutes and performs some other duties as the Board may determine. There are also some other staff who support the Board Secretary in managing the affairs of the Board.
Pursuant to section 5 (1) and (2) of the National Revenue Authority Act 2022, the governing body of the Authority is the Board of Directors which shall subject to the Act has oversight and direct the affairs of the Authority; and it comprises:
A Chairman appointed by the President and subject to the approval of Parliament such person shall possess demonstrable leadership skills, knowledge, integrity, and proven practical experience in matters relevant to the functions of the Authority.
The Financial Secretary
The Governor, Bank of Sierra Leone
The Commissioner-General appointed under section 19.
The Permanent Secretary from the Ministry responsible for Trade & Industry.
Three (3) other members comprising-
A Tax Specialist.
An Economist.
A Legal Practitioner
Appointed by the President and subject to the approval of Parliament.
Powers and Duties of the Board
According to Section 6 (1) Notwithstanding the generality of subsection (1) of Section 5, the Board shall be responsible for-
Determining the policy for grading, remuneration, promotion, and training of staff.
Establish and oversee the administration of Codes of Conduct.
Determining and formulating policies such as administration, human resource, and operational policies and procedures; and
Setting targets and standards including quality and operational output measures for revenue collection.
